

Serviceplan Group, Europe’s largest independent agency group, together with Phrenos, a Brussels-based agency, have been awarded the European Commission’s flagship contract for 360° communication campaigns, managed by the Directorate-General for Communication (DG COMM).
Valued at up to €180 million over five years, the framework will support the European Commission in bringing Europe’s priorities and achievements closer to citizens in every Member State – through coherent, creative, and evidence-based communication.
To ensure smooth collaboration across the EU for this flagship contract, Serviceplan Group and Phrenos are joining forces by combining their complementary strengths.
Building on Serviceplan Group’s proven House of Communication model – already established in major European markets – this partnership brings together Serviceplan’s creativity and media expertise with Phrenos’ extensive institutional experience. Together, they will deliver efficient, integrated communication campaigns that consolidate their capabilities to best serve the needs of the European Commission and its citizens.
This win positions Serviceplan Group among the top five networks specialising in institutional and governmental communication across the continent – alongside Havas, WPP, GOPA Com, and ICF Next. Under the renewed competition system, the European Commission will invite these five networks to compete for each major campaign, ensuring every project is implemented with transparency, creativity, and strategic relevance.

To strengthen its expertise in European institutional communication, Serviceplan Group has partnered with Phrenos, a Brussels-based agency with more than 15 years of experience in managing large-scale EU campaigns and framework contracts. Phrenos brings a deep understanding of the EU ecosystem, from institutions and agencies to pan-European stakeholder networks, combined with a proven track record in multi-country communication, event management, and citizen engagement.
